GREETINGS:
IN THE NAME OF THE COMMONWEALTH OF MASSACHUSETTS, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in town affairs, to meet at the Town Hall in said New Braintree on Monday the 20rd of June at 7:00 P.M. YOU ARE HEREBY DIRECTED to serve this Warrant by posting up attested copies thereof at the United States Post Office, the Town Hall, the Office of the Town Clerk, and Reed’s Country Store in said Town, fourteen (14) days at least before the time of holding of said meeting.
ARTICLE 1.        To see if the Town of New Braintree will vote to add a new section to Chapter IX “Zoning” of the By-Laws entitled “Section 8---Solar Energy Facilities (Non-Residential)” as seen in the handout distributed at the Public Information meeting on March 6, 2017, and set forth in a document on file with the Town Clerk’s Office or take any action in relation thereto.

YOU ARE HEREBY DIRECTED to serve this Warrant by posting up attested copies thereof at the United States Post Office, the Town Hall, the Office of the Town Clerk, and Reed’s Country Store in said Town, fourteen (14) days at least before the time of holding of said meeting.

ARTICLE 1.       To see if the Town will vote to purchase/lease-to-purchase a new or used one-ton utility truck for the Highway Department or take any action in relation thereto.

ARTICLE 2.       To see if the Town of New Braintree will vote to transfer a sum of money from Available Funds to the Winter Roads Account or take any action in relation thereto.

ARTICLE 3.       To see if the Town of New Braintree will vote to transfer a sum of money from Available Funds to the Highway Road Surfacing Material Account or take any action in relation thereto.

ARTICLE 4.       To see if the Town of New Braintree will vote to transfer a sum of money from Available Funds to the Capital Improvement Account or take any action in relation thereto.

GREETINGS:
IN THE NAME OF THE COMMONWEALTH OF MASSACHUSETTS, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in town affairs, to meet at the Town Hall in said New Braintree on Monday the 20rd of June at 7:30 P.M. YOU ARE HEREBY DIRECTED to serve this Warrant by posting up attested copies thereof at the United States Post Office, the Town Hall, the Office of the Town Clerk, and Reed’s Country Store in said Town, fourteen (14) days at least before the time of holding of said meeting.

ARTICLE 1.       To accept the results of the Annual Town Election held on May 2, 2016.

ARTICLE 2.       To choose all the town officers not elected by ballot or appointed.

ARTICLE 3.       To hear the reports of the several town officers and committees.

ARTICLE 4.       To raise and appropriate money for the following:

SCHOOLS WHICH INCLUDES:  Pathfinder Regional Vocational Technical High School District, Quabbin Regional School District, and Quabbin Debt & Interest on School Bonds.
ASSESSMENTS WHICH INCLUDE:  Central Mass. Regional Planning Commission, Medicare Tax, Unemployment Insurance, Worcester County Retirement, or take any action in relation thereto.

ARTICLE 5.       To see if the Town will vote to fix the salaries and compensation of all elected officers of the Town as provided by Section 108 of Chapter 41 of the M.G.L. as amended:  Chairman of Selectmen, Selectman #2, Selectman #3, Auditor, Tax Collector, Treasurer, Moderator, Town Clerk, Assessor #1, Assessor #2, and Assessor #3, and raise and appropriate such sums as necessary to cover these costs.

ARTICLE 6.       To see if the Town will vote to authorize the Board of Assessors to appoint one or more of their membership to work for compensation and to establish an hourly rate to be paid from an Assessors’ Clerical Expense Account or take any action in relation thereto.

ARTICLE 7.       To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of revenue for the fiscal year beginning July 1, 2016 in accordance with the provisions of M.G.L. Chapter 44,
section 17 or take any action in relation thereto.

ARTICLE 8.       To see if the Town will vote to authorize the Library Board of Trustees to retain all monies received for the twelve-month period beginning July 1, 2016
by the Town Treasurer under Chapter 78 of the M.G.L. (State Aid to Libraries) and any other unexpected source, said sums to be held over and carried forward for the general use of the Library or take any action in relation thereto.

ARTICLE 9.       To see if the Town will vote to establish a revolving account in accordance with Chapter 44, section 53E ½ of the M.G.L. for the deposit of Board of Health Percolation Test Fees and Septic System Inspections to be expended without further appropriation upon approval of a majority of the Board of Health to compensate one or more of their membership and/or Health Agent for the viewing of said tests and inspections provided such expenditures do not exceed $10,000 in total during the ensuing fiscal year or take any action in relation thereto.

ARTICLE 10.     To see if the Town will vote to establish a revolving account in accordance with Chapter 44, section 53E ½ of the M.G.L. for the deposit of donations and proceeds related to the rental of the Town Hall to be expended without further appropriation by a vote of the Select Board upon the recommendation of the Town Hall Committee for repairs and capital expenditures providing such expenditures do not exceed $5,000 during the ensuing fiscal year or take any action in relation thereto.

ARTICLE 11.     To see if the Town will vote to establish a revolving account in accordance with Chapter 44, section 53E ½ of the M.G.L. for the deposit of fees for electrical inspections to be expended without further appropriation with the approval of the Select Board for services rendered by the Wiring Inspector/Assistant Wiring Inspector providing such expenditures do not exceed $5,000 during the ensuing fiscal year or take any action in relation thereto.

ARTICLE 12.     To see if the Town will vote to establish a revolving account in accordance with Chapter 44, section 53E ½ of the M.G.L. for the deposit of fees for plumbing inspections to be expended without further appropriation with the approval of the Select Board for services rendered by the Plumbing Inspector/Assistant Plumbing Inspector providing such expenditures do not exceed $5,000 during the ensuing fiscal year or take any action in relation thereto.

ARTICLE 13.     To see if the Town will vote to establish a revolving account in accordance with Chapter 44, section 53E ½ of the M.G.L. for the deposit of fees for gas inspections to be expended without further appropriation with the approval of the Select Board for services rendered by the Gas Inspector/Assistant Gas Inspector providing such expenditures do not exceed $5,000 during the ensuing fiscal year or take any action in relation thereto.

ARTICLE 14.     To see if the Town will vote to establish a revolving account in accordance with Chapter 44, section 53E ½  of the M.G.L. for the deposit of fees for Building inspections and related permits to be expended without further appropriation with the approval of the Select Board for services rendered by the Building Inspector/Assistant Building Inspector providing such expenditures do not exceed 50% of the monies collected, and that such expenditures do not exceed $10,000 during the ensuing fiscal year or take any action in relation thereto.

ARTICLE 15.     To see if the Town will vote to establish a revolving account in accordance with Chapter 44, section 53E ½ of the M.G.L. for the deposit of fees collected from delinquent taxes to be expended without further appropriation, subject to the provisions of this section, with the approval by the Select Board for services rendered by the Deputy Tax Collector providing such expenditures do not exceed $5,000 during the ensuing fiscal year or take any action in relation thereto.

ARTICLE 16.     To see if the Town will vote to establish a revolving account under the auspices of the Town Treasurer in accordance with General Laws Chapter 44, section 53E ½ and Chapter XI, section 4 of the Town Bylaws for the collection of all funds related to the control of dogs, said monies not in excess of $5,000 may be expended for the following purposes by the Select Board during the ensuing year;

a.  licensing fees to the Town Clerk;
b.  pick-up fees to the Animal Control/Dog Control Officer;
c.  boarding fees;
d.  costs incurred in procuring the licenses and tags;
e.  medical bills for the care and health of dogs;
f.  other animal control/dog control expenses specifically approved by the Selectmen;
g. dog food expense;
or take any action in relation thereto.

ARTICLE 17.     To see if the Town will vote to establish a revolving account in accordance with Chapter 44, section 53E ½ of the M.G.L. for the deposit of fees collected from the Parks and Recreation to be expended without further appropriation, subject to the
provisions of this section, with the approval by the Select Board for expenses related to the
Parks and Recreation Department providing such expenditures do not exceed $5,000 during the ensuing fiscal year or take any action in relation thereto.

ARTICLE 18.     To see if the Town will vote to authorize the Select Board to negotiate and enter into a Tax Agreement for payments-in-lieu-of-taxes (“PILOT”) pursuant to M.G. L. Chapter 59, Section 38H(b), and Chapter 164, Section 1, and any other enabling authority, between the Town and Nexamp, Inc., its affiliate or assignee, for a term of up to 20 years and upon such other terms and conditions as the Board shall deem in the best interest of the Town, for both real property and personal property associated with construction and operation of a solar renewable energy generation facility to be owned and operated by Nexamp, Inc., its affiliate or assignee, on an approximately 5-acre parcel of privately-owned land (Map 401, Parcel 33-2) upon which such facility is to be located; and, further, to authorize the Select Board to take all actions necessary to implement such agreement; or take any action in relation thereto.

ARTICLE 19.        To see if the Town will place a moratorium on development and construction of solar arrays and wind turbines, not intended for personal use, within the Town of New Braintree until a Solar and wind power bylaw has been accepted by the Town or for a period not to exceed one year from the date of approval of this warrant article by the State Attorney General; or take any action in relation thereto.
